Mityana Municipality has commenced with the budget consultative meetings with stakeholders and public on the 10.9 Billion budget estimate for next financial year 2024/25 with a focus on greening and lighting up the town

Mityana Municipality was created from Mityana district in the financial year 2015/16 and is now estimated to have a population of 9566 with 3 divisions and 15 wards. It has grown steadfast since formation compared to different municipalities created in the same year.
According to Section 9 clause (1) of the amended Public Financial and Management Act of 2015 it gives powers to Accounting Officers in consultation with relevant stakeholders, to prepare a Budget Frame Work Paper with consideration of balanced development, gender and equity responsiveness for onward submission to the Ministry of Finance, Planning and Economic Development.

It’s upon that Section that Mityana municipality heads engaged different stakeholders for a budget workshop, they included development partners, politicians and businessmen who also shared their views for better service delivery.
The budget workshop was intended to discuss challenges affecting service delivery, and agree on measures for improvements in Mityana Municipality.
The overall objective of conducting the consultative budget workshop was to engage the Political and Technical Local Government authorities with regard to prioritization among others Governments strategies, programs and interventions while ensuring that the budget for the coming financial year 2024/25 is responsive to the plight of the people of Mityana Municipality.
Budget theme for FY 2024/25:
The Budget Theme is “Full Monetization of Uganda’s Economy through Commercialization Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation and Market Access” which is also the same for this Financial Year 2023/24. The theme is envisaged in the Mityana Municipal Theme of “Local Economic Development for wealth Creation and Transformation of Lives”.

While sharing with the participants at Mizigo Community center ,Mityana Municipality mayor Lukonge Mukamwe also informed the gathering about a number of projects worked on in financial year 2023/24 including the many government schools that have been renovated ,roads ,and garbage collection in town .

“In this financial year a number of projects have been worked on ,the roads have been worked on more especially those that were in worse conditions like Mukwenda anada ,the Bridge was worked on and people have good access to other places ,we have also renovated many government schools and in the next financial year 2024/25 we are going to put emphasis on Greening the town ,paving tax park and also lighting up all constructed roads “said Likonge .
Mayor Lukonge Mukamwe also prided in their efforts towards completing the administration block saying they have secured some funds totaling to 200millions from friends of Mityana Municipality
“The money we received is going to assist us push our administration block to another level, we are trying our best to have our new home completed in the shortest time possible, so that we can shift to what belongs to us” said Mayor Lukonge

The mayor for Mityana municipality also thanked the people of Mityana for the maximum cooperation they exhibit towards a better Mityana.
For the coming financial year 2024/25 Mityana municipality expects to operate on a 10.9 billion budget and it’s upon that money that the authority expects to improve on service delivery in health, education, street lighting, garbage collection, greening the town and environmental protection.
Out of the 10.9 billion budget, shs 7.5 billion is for wage, 2 billion for non-wage, 1.5 billion for Development. Out of the 2 billion for non-wage, 1.5 billion will be generated from own sources with Property Tax is estimated bring in 781 million.

Implementation of Parish Development Model:
Mityana municipality has also performed well in the parish development model Since July 2021, Government of Uganda embarked on the implementation of Parish Development Model (PDM) as a core driver to achieve the Uganda Vision 2040 of transforming from a peasant to a modern and prosperous economy within 30 years and this has remained as number one priority in the FY 2024/25.
According to the town clerk for Mityana Municipality Godfrey Kateeba, they organized a PDM launch in August this Year which was presided over by Hon. Minister for Lands Housing and Urban Development and since then they have been remitting Revolving Funds to the beneficiaries.

As of today, out of the 1.6 billion received by Mityana MC as Ward Revolving Fund, 1.5 billion has been remitted to 1,596 beneficiaries and 10 million remained on the accounts as unspent. “We are doing all it takes to ensure that the remaining balances are delivered to the beneficiaries” said Kateeba.
The main goal of the PDM is to “Increase Household Incomes and Improve the Quality of Life of Ugandans” which is in line with the NRM Manifesto (2021-2026) and the Third National Development Plan and Mityana Municipality Council has subscribed to this call.
The town clerk added that “Mityana Municipality Council will continue to provide technical support, monitoring and supervision to the PDM SACCOs to ensure that their compliant with the Parish Development Model (PDM) guidelines and circulars from the PDM Secretariat.
“In the FY 2024/25 we shall continue to plan for PDM activities across all the seven pillars and each Head of Department is expected to evaluate his/her work plan and budget to ensure that it addresses the Pillar to which the Department contributes” says Mityana Municipality Town clerk Godfrey Kateeba
