President Yoweri Kaguta Museveni has officially dismissed Kampala Capital City Authority (KCCA) Executive Director Dorothy Kisaka, her deputy Engineer David Luyimbazi, and Director of Public Health Dr. Daniel Okello in response to severe oversight and negligence that contributed to the Kiteezi landfill disaster, which tragically claimed the lives of over 38 people.

The tragic incident occurred when the landfill collapsed after heavy rainfall, burying several nearby houses and individuals working in the area. Following an investigation by the Inspectorate of Government (IGG), it was revealed that significant negligence had taken place among the KCCA leadership.
In a statement issued by the Press and Public Relations Directorate at the State House, officials confirmed that the President’s decision was informed by the findings of the IGG’s report. “The report clearly outlined the severe oversight and negligence exhibited by these officials,” the statement noted. Consequently, President Museveni has instructed the Criminal Investigations Department (CID) and other crime management agencies to further investigate the matter, particularly focusing on potential criminal negligence related to this distressing event.

Additionally, the President has directed the Public Service Commission to advertise the positions of Executive Director, Deputy Executive Director, and Director of Public Health, aiming for new appointments within three months. To ensure continuity of operations at KCCA, the Minister for Kampala has been tasked with advising the President on interim appointments for these critical roles.
State House reiterated the President’s commitment to upholding accountability and maintaining high standards of governance for the benefit of all citizens, emphasizing the importance of responsibility in public service. The Kiteezi landfill tragedy has sparked a broader conversation about safety and oversight in urban management, underscoring the urgent need for systemic reforms within KCCA.
