The Directorate of Criminal Investigations has officially summoned three former leaders of the Kampala Capital City Authority (KCCA) to record statements this Wednesday, October 16, 2024. Those summoned include former Executive Director Dorothy Kisaka, her deputy Engineer Edward Luyimbazi Ssali, and Director of Public Health Dr. Daniel Okello.

This action comes in the wake of a tragic incident at the Kitezi landfill, where 35 individuals lost their lives two months ago, with several others still unaccounted for. The summons are part of a broader investigation into allegations of neglect of duty in the management of the landfill.

The situation escalated following the president’s dismissal of the three leaders, a decision influenced by a report from the Inspector General of Government (IGG) regarding the Kitezi disaster and other leadership issues within KCCA. The president subsequently directed the Uganda Police to pursue further investigations based on the IGG’s findings.

At a press briefing today at Naguru Police Headquarters, police spokesperson ACP Kituuma Rusoke confirmed that the former officials are expected to appear at 9 AM to provide statements. He emphasized that their testimonies will be crucial in assessing the findings of both the IGG’s report and the ongoing investigations by the Directorate of Criminal Investigations.
