Man Impersonating Commissioner of Police Arrested for Conning Shs 800,000 from DPC

The Police have arrested a man who allegedly impersonated the Commissioner of Police (CP) and conned the District Police Commander (DPC) of Naggalama, whose identity has been withheld, out of Shs 800,000.

Kassim Byaruhanga, the suspect, posed as CP Tumusiime and contacted the DPC, claiming to have access to auctioneers dealing with vehicles from the Uganda Revenue Authority (URA) that were up for sale. Byaruhanga convinced the DPC that he could help facilitate a connection with the auctioneers, prompting the DPC to send Shs 800,000 as a bribe to secure the deal.

According to Police Spokesperson Kituuma Rusoke, Byaruhanga was arrested on December 7, 2024, when the DPC Naggalama set a trap to apprehend the fraudster after transferring the money. Upon his arrest, Byaruhanga admitted to impersonating CP Tumusiime and conning the DPC.

“We call upon members of the public who may have had dealings with Byaruhanga Kassim or been victims of his fraud to come forward and file reports with the Police,” Rusoke said.

The suspect is currently in police custody, and the file has been forwarded to the Resident State Attorney for further appraisal and legal action.
