Inspector General of Police (IGP) Abasi Byakagaba has issued a firm warning against any attempts to incite violence during the upcoming National Resistance Movement (NRM) primary elections, slated for next week.

Speaking after a closed-door security meeting at the Rukungiri District Council Hall, IGP Byakagaba stressed the importance of maintaining peace and order during the electoral process.
“Elections should be peaceful civic engagements, not breeding grounds for chaos,” he said. “Police will not tolerate disorder. We shall deploy adequately, and anyone found promoting violence or violating electoral laws will face legal consequences — without fear or favor.”
The high-level meeting, chaired by Rukungiri Resident District Commissioner (RDC) Steven Nsubuga Bewayo, brought together key political stakeholders, including Maj. Gen. Jim Muhwezi and Lt. Gen. Henry Tumukunde — both contesting parliamentary seats. Though the session was closed to the press, officials later briefed journalists on the outcomes.

Maj. Gen. Muhwezi, who is seeking re-election in Rujumbura County, assured the public that security agencies are fully prepared to maintain peace. Lt. Gen. Tumukunde is vying for the Rukungiri Municipality seat.
During the briefing, Rukungiri Municipality MP Hon. Dr. Erisa Rutahigwa voiced concerns about increasing voter intimidation and bribery. Hon. Mary Paula Turyahikayo also called for impartial and reinforced police deployment, citing the high-stakes nature of the primaries.
RDC Nsubuga commended the IGP’s timely intervention and urged candidates to adhere strictly to electoral guidelines, especially with regard to campaign schedules.
“Campaigns must end on time,” he warned. “The continued use of loud music or holding rallies past designated hours will result in immediate closure by authorities.”
The District Security Committee reaffirmed its commitment to ensuring a peaceful and credible electoral process. As political tensions rise, security forces remain on high alert to safeguard democracy in Rukungiri.
