Museveni Pledges New Infrastructure, Schools and Wealth-Creation Support as He Courts Buyende Voters

National Resistance Movement (NRM) presidential candidate Gen. Yoweri Kaguta Museveni has assured voters in Buyende District, Busoga Sub-region, that the NRM remains a party of action and commitment, promising increased development gains if re-elected.

Addressing a campaign rally at Kagulu Primary School playgrounds, Gen. Museveni said the NRM government has fulfilled major pledges over the years—from restoring peace and stability to driving unity, infrastructure development, wealth-creation initiatives, job creation, and expanding national and regional markets.

He recalled Buyende’s past insecurity linked to insurgencies in the neighbouring Teso Sub-region, noting that NRM interventions restored normalcy and paved the way for development.

Museveni announced that construction of the Mbulamuti–Kumuli–Bukungu Road will commence soon and confirmed that the Kumuli–Kagulu–Yingo Road has been included in the Fourth National Development Plan (NDP IV).

The President criticised the uneven distribution of government schools in Buyende, observing that 92 primary schools are concentrated in only 37 of 73 parishes—contrary to the national policy of one primary school per parish and one secondary school per sub-county. He committed to establishing more schools and insisted that Universal Free Education must be implemented as originally designed, warning administrators who continue to charge illegal fees.

Gen. Museveni listed several health centres earmarked for upgrading in the next term.
He reaffirmed the NRM’s long-standing wealth-creation philosophy, highlighting viable enterprises under the Four-Acre Model, including poultry, piggery, coffee, fishing, and fruit farming. He urged residents to utilise government empowerment funds such as the Parish Development Model (PDM), Emyooga, Youth Livelihood Programme, and Women Empowerment Initiative.

The NRM candidate discouraged youth from seeking low-paying jobs abroad and instead join local wealth-creation ventures supported by the government. He attributed increased sectoral productivity to mass participation in these programs and encouraged the electorate to take advantage of emerging jobs in commercial agriculture, manufacturing, and services.

He also showcased success stories from the Presidential Industrial Skilling Hubs, calling on school administrators to emulate the free-skilling model.

First Lady Janet Kataha Museveni urged Buyende residents to preserve peace and unity, and to turn up in large numbers on election day to vote for President Museveni and all NRM flagbearers to guarantee continuity.

NRM National Vice Chairperson (1st) Alhaji Moses Kigongo called for discipline and unity within the party, while 2nd National Vice Chairperson (Female) Anita Among rallied voters to support all NRM candidates.
Buyende District NRM Chairperson Moses Magogo presented the district status report.
