New ULGA President Awany Calls for Unity in Local Government for Enhanced Service Delivery

Awany Andrew Moses, the newly elected president of the Uganda Local Government Associations (ULGA) and Chairperson of Kole District, has issued a passionate call for unity and collaboration among local government officials, stakeholders, and citizens. His election, which saw him secure 115 votes out of 183, marks a shift in leadership from Rwabuhinga Micheal, the outgoing president from Kabarole District.

In his inaugural address, Awany emphasized the critical need for teamwork to drive effective service delivery within local governments. “By working together, we can address pressing challenges, enhance accountability, and ultimately deliver quality services to our communities,” he stated.

Awany highlighted the importance of citizen engagement, urging local government officials to prioritize collaboration with stakeholders and utilize technology to improve public services. “A unified approach will strengthen local governance, promote economic development, and improve the overall well-being of Ugandan communities,” he added.

In addition to Awany, several vice presidents were elected unopposed to represent various regions. Atuhire Deo of Buhweju District will serve the Western region, while Arua District Chairperson Okuonzi Alfred will represent the Northern region. Lochaale Felix Mark of Karenga will oversee Karamoja, Kitatta Ibrahim Almalik of Lwengo will serve the Central region, and Chebeti Evelyn of Kapchorwa will represent the Eastern region after a close contest.

Regional speakers were also elected, with Twebaze Gerald representing the Western region, Adem Morris Okello for the Northern region, Alakas Joseph for Karamoja, Abuzirweki Richard for Central, and Omugit Glibert Joseph for the Eastern region.

The elections also saw unopposed selections for LC III chairpersons and Senior Assistant Secretaries across various regions. Notably, Businge Richard will represent the Western region, Dramu Robert will serve the Northern region, and Lubega Joseph will represent the Central region.

Outgoing president Rwabuhinga Micheal reflected on the challenges facing local governments, highlighting the struggle between limited resources and the overwhelming needs of citizens. He underscored the necessity for continued commitment to addressing these challenges.

Swizin Kinga, Commissioner for Local Councils Development and Chairperson of the Elections Committee at ULGA, praised the previous leadership for its commitment to good governance. He emphasized that effective leadership is crucial for achieving better service delivery, improved infrastructure, and enhanced economic development.

As Awany and the new leadership team take charge, the focus remains on fostering a collaborative environment that aims to uplift local governance and improve the lives of citizens across Uganda.
