Four Police Officers Dismissed After Viral Video Shows Harassment of Elderly Woman

By Robert Segawa

Four police officers, including an Assistant Superintendent of Police (ASP), have been dismissed from the force after a shocking video surfaced online showing them dragging an elderly woman through the mud over a land dispute in Mbarara.

The incident, which went viral on social media, captured two plainclothes officers manhandling Victoria Kabatoraine, accusing her of trespassing on land. The disturbing footage sparked outrage across the country, leading to an immediate investigation.

The officers involved in the incident—ASP Andrew Betunga, who commanded the operation, along with Constables Darious Aharizira, Hope Nsasirwe, and Loyce Kiboneka—were arrested and brought before the police force’s disciplinary tribunal.

“We took swift action and conducted a disciplinary hearing where the officers were given an opportunity to defend themselves. However, the disciplinary court, in its wisdom, found it necessary to dismiss them from the force,” said Police Spokesperson Fred Kituuma.

Kituuma further stated that the dismissed officers now have 14 days to appeal the decision. If their appeal is unsuccessful, they will permanently lose their positions within the police force.

In addition to their dismissal, the four officers face criminal charges. A file has been compiled by the investigative officer, with statements gathered from the victim and witnesses. The officers were remanded in custody and are scheduled to appear in court on January 17, 2025.

“We train all our officers on appropriate methods of arrest, the use of force, and respect for human rights,” Kituuma explained. “This incident goes against everything we stand for. The officers received one year of training before joining the force, and their actions are not in line with the standards we uphold.”

The case has sent shockwaves through the police force, with many calling for a thorough review of disciplinary protocols and training to prevent such incidents in the future.
