ACP Norman Musinga Eats Big as IGP Abas Byakagaba Makes Reshuffles

In a move aimed at enhancing the efficiency and effectiveness of the Uganda Police Force, Inspector General of Police (IGP) Abas Byakagaba has executed several significant transfers and appointments. These changes, announced late last evening, are designed to optimize operations across key departments within the force.

One of the notable transfers sees Assistant Superintendent of Police (ACP) Norman Musinga returning to the Directorate of Traffic and Road Safety as the Acting Deputy Director. Musinga had previously served as the Regional Police Commander (RPC) for Busoga East.

In a related development, newly promoted Assistant Inspector General of Police (AIGP) Geoffrey Musana has been appointed to the Ugandan Embassy in South Sudan as the Police Attaché, taking over from Senior Commissioner of Police (SCP) Moses Sakira. Sakira, in turn, has been reassigned to the Police Headquarters in Naguru as the Deputy Director in the Directorate of Research and Planning.

Further reshuffling sees Commissioner of Police (CP) Ben Mubangizi transferred from the Directorate of Traffic and Road Safety to Algeria, where he will serve as the Police Attaché. Meanwhile, SCP Timothy Halango has moved from his role as Deputy Director in the Directorate of Research and Planning to the Directorate of Welfare, where he will serve as Deputy Director.

Additionally, CP Charles Ssebambulidde has been moved from the Agriculture Police to the Directorate of Logistics and Engineering, where he will take on the role of Acting Deputy Director for Classified Stores. In another key change, CP Phillip Acaye will take over Ssebambulidde’s position as the Commandant of the Agriculture Police, moving from the Directorate of Traffic and Road Safety.

These strategic changes are aimed at enhancing leadership and operational efficiency in the Uganda Police Force, ensuring effective service delivery both domestically and at key diplomatic missions.
