For the first time in history, Entebbe sub-district has received a High Court judge, marking a major milestone in the region’s judicial development. Until now, Entebbe has only had a Grade One Magistrate’s Court, which is limited to handling civil cases where the subject matter does not exceed UGX 20 million. As a result, residents have long been forced to travel to Kampala to pursue justice in matters beyond this threshold.

This changed a fortnight ago when President Yoweri Museveni made new appointments within the judiciary, assigning Justice Flavia Nabakooza to serve at the Entebbe Magistrate’s Court—effectively upgrading it to High Court status.

Her Worship Stella Maris Amabilis has served as the Chief Magistrate of Entebbe. With the arrival of Justice Nabakooza, the court now has a High Court judge at its helm.
Today, local leaders officially inducted Justice Nabakooza during a ceremony attended by key stakeholders, including Entebbe Municipality Mayor Fabrice Rulinda and Katabi Town Council Mayor Ronald Kalema.

In her address, Justice Nabakooza pledged to uphold justice and ensure timely delivery of judgments to reduce case backlog and litigation delays. She revealed that approximately 600 pending High Court cases would immediately be transferred to Entebbe for handling.
Justice Nabakooza also appealed to the government to allocate land for establishing a permanent High Court premises in Entebbe.

The Entebbe High Court, under her leadership, will now handle a broad range of cases—including serious criminal offences, high-value civil disputes, land conflicts, family matters, and anti-corruption cases—from areas including Entebbe Municipality, Busiro South, Katabi, Kajjansi, Kasanje, and Bussi County.
