Kiira Police Division, in collaboration with the Professional Standards Unit (PSU), has launched an investigation into an incident in which a police officer in civilian attire was caught on CCTV assaulting a supermarket attendant at the Shell Select Shop in Kyanja, Kiira Town Council.
According to police spokesperson Kituuma Rusoke, the suspect has been identified as Assistant Superintendent of Police (ASP) Clive Nsiima, who is attached to the Counter-Terrorism Directorate under the Oil and Gas Protection Unit.
CCTV footage released by the Shell fuel station shows ASP Nsima, dressed in plain clothes, angrily confronting a female cashier during a dispute over an unpaid bill of approximately Shs 30,000. The video, which has since gone viral on social media, captures Nsima slapping the young woman twice across the face.
In the footage, the officer is heard yelling, “I am parking. Have you ever driven such a car? She’s disturbing me over Shs 30,000. Do you think I can run away with Shs 100,000? I can slap you even with these cameras here and tomorrow we go to court.”
Kituuma confirmed that ASP Nsima is expected to face charges of assault and threatening violence under Sections 235 and 236 of the Penal Code Act. If convicted, he could face up to five years in prison.
The victim has since filed an official complaint and is receiving counseling support.
The incident has sparked widespread outrage online, with many condemning the growing impunity among some members of the security forces.
Police say investigations are ongoing and that they are working closely with the victim and witnesses to ensure justice is served. ASP Nsima is currently detained at the Railway Police Station in Kampala pending further inquiries.
