RDC Mubiru Orders Arrest of CID Chief After Shocking Findings at Unlicensed School

A dramatic turn of events has unfolded at Mpala Police Station after the Officer in Charge of the Criminal Investigations Department (OCCID), identified as Okello, allegedly defied a directive from the Busiro South Resident District Commissioner (RDC), Patrick Mubiru.

The RDC had instructed Okello to record a statement from one Muhumuza Bright Morgan, the director of Upgrade Nursery and Primary School in Nkumba Bukolwa, Katabi Town Council, Wakiso District, over allegations of operating a school without a valid license.

Earlier in the day, RDC Mubiru had received multiple complaints from concerned residents about the poor hygiene and illegal operations at the school. Accompanied by Katabi Town Council’s Health Inspector, Dr. Paul Mulumba, the RDC conducted an impromptu inspection of the school premises.

The inspection revealed shocking findings: the school was operating without a valid license or documentation proving Muhumuza’s qualifications as a director. Over 20 pupils were reportedly housed in a small dormitory with only five beds, and most of the teachers were unqualified part-timers.

Despite Muhumuza’s attempts to justify his operations, RDC Mubiru ordered OCCID Okello to escort him to Mpala Police Station to record a statement, pending a meeting with parents the following day to decide the school’s fate.

However, when RDC Mubiru returned to the school in the afternoon accompanied by Entebbe DPC Moses Musinguzi, Muhumuza was nowhere to be found. Investigations later revealed that OCCID Okello had released the suspect without taking him to the station, contrary to the RDC’s directive.

The incident has caused panic within the police ranks, prompting DPC Musinguzi to order Mpala Police OC, Edson Obukulem, to immediately produce Okello for questioning.

As of press time, Muhumuza Bright Morgan remains on the run. Sources indicate that he is also facing a separate court case involving allegations of sexual assault against one of his pupils.
