A group of 30 individuals among them five headteachers and a District Inspector of Schools on Tuesday appeared before the Chief Magistrate’s Court in Mengo to answer charges related to facilitating widespread malpractice in the 2025 Primary Leaving Examination (PLE).

The accused, hailing from Kampala, Wakiso, Kassanda, Mubende, Mukono, Masaka, Luwero, and Mityana districts, are alleged to have interfered with official UNEB examination materials after they were dispatched to various centres.
According to the Uganda National Examinations Board (UNEB), the group reportedly cut open exam papers, photographed them, and circulated the images online.
Eight suspects including the District Inspector of Schools were remanded and are expected back in court on November 26 for mention.

Earlier, on November 13, nine additional suspects had been arraigned before the same court. Three pleaded guilty and await sentencing on November 26, while the remaining six are scheduled to return for bail hearings.
UNEB Principal Public Relations Officer Jennifer Kalule-Musamba emphasized the seriousness of the offences, noting: “Anyone who aids, abets, induces, or incites another to commit an offence under the UNEB Act, CAP 259, commits an offence and is liable, upon conviction, to the prescribed penalty. UNEB is steadfast in protecting the integrity of our examinations and will continue working with law enforcement to ensure perpetrators face justice.”
This latest sweep is part of UNEB’s intensified campaign to eliminate examination malpractice and preserve the credibility of national assessments.
