Uganda Boosts Education Sector with Shs6.66 Trillion Allocation in 2026/27 Budget

By Raven Busingye

The Government of Uganda has increased funding to the education sector, allocating Shs6.66 trillion in the 2026/27 national budget to expand access to education, improve learning infrastructure, and strengthen science and technology training across the country.

While presenting the budget, Finance Minister Henry Musasizi said the allocation will support the continued implementation of Universal Primary Education (UPE) and Universal Secondary Education (USE) programmes, which remain key pillars of government’s education agenda.

According to government data, more than 9.5 million learners are currently benefiting from UPE, while nearly one million students are enrolled under USE and related programmes. The funding will also facilitate the continued construction and operationalisation of seed secondary schools in underserved areas, aimed at improving access to secondary education nationwide.

Musasizi noted that part of the allocation will be directed toward upgrading school infrastructure, including classrooms, laboratories, and other essential facilities, while also enhancing science, technology, engineering, and mathematics (STEM) education to equip learners with skills required in a modern economy.

The budget further provides for improvements in teacher welfare through salary enhancements and other interventions designed to boost motivation and improve the quality of education delivery.

Government officials say the increased investment underscores Uganda’s commitment to expanding educational opportunities, improving learning outcomes, and developing the human capital needed to drive the country’s socio-economic transformation.

The education sector remains one of the largest recipients of public funding, reflecting its central role in achieving sustainable development and preparing the country’s growing population for future opportunities.
