By Jumah Kakomo

Parliament will elect the new speaker of the 11th Parliament to replace the fallen speaker Rt.Hon. Jacob Oulanyah who passed on Sunday at Seattle in USA.

The revelation has been made by the minister for information and national guidance Dr. Chris Baryomunsi at Uganda media center Kampala confirming that the elections will take place Friday this week which is the 25th of March.

He said thst according to article 82(4) of the constitution, no business transaction shall be done in Parliament when the position of speaker is vacant.

He added that the parliamentary pension’s act 2011 stipulates that when the speaker of Parliament or deputy dies while in office, he or she is entitled to a state funeral including paying tributes in Parliament which all require to first fill the vacancy of speaker.

Baryomunsi thus revealed that the clerk to parliament will call for expression of interests, nominations and chief justice will preside over election exercise.

When asked about the burial arrangements of Oulanyah, Baryomunsi said President Yoweri Kaguta Tibuhaburwa Museveni constituted a national organizing committee chaired by the minister for Presidency Milly Babirye Babalanda to work on burial ceremony and once they are done the government will officially inform the public.

Meanwhile, Dr. Chris Baryomunsi refuted allegations from some northern region leaders, which is the the ancestral area of Oulanyah that he was poisoned saying he died a natural illness and once postmortem is done the government will again inform the public about the real cause of Oulanyah’s death.
