The speaker of parliament Rt. Hon. Anita Annet Among has cautioned legislators on their conduct and decorum especially in the way they treat each other as members of parliament.
The speaker made the caution in her welcome remarks during the Wednesday plenary session of parliament in reference to the Hon. Naboth Namanya verbal attack to minister Dr. Monica Musenero in the parliament parking lot.

“I watched with disappointment a Television clip in which Hon. Naboth Namanya the Member for Rubabo County publicly attacked the Honourable Minister for Science, Innovation and Technology; Dr Monica Musenero. How can a colleague attack and humiliate a colleague before TV cameras over a matter that is being handled in the House?” said Speaker
“This kind of behavior is despicable and acceptable. I am cautioning you Members to treat each other with decorum and respect otherwise I will have to refer you to the Committee on Rules, Privileges and Discipline.” She added
Hon. Naboth Namanya who kept pointing at Minister Dr. Musenero questioned why she connived with government to steal tax payer’s money before wondering if indeed Musenero is a qualified doctor.

The incident followed the speaker of parliament Rt.Hon. Among on Tuesday, plenary session directing the Inspector General of Government to investigate Dr. Monica Musenero, the minister of science, technology and innovation over alleged mismanagement of public funds allocated to the Presidential Scientific Initiative on Epidemics (PRESIDE) and report back in three weeks’ time.
It should be recalled that the select committee chaired by Xavier Kyomya observed that poor financial management resulted into up to at least shillings 2.06bn was not being accounted for under operational fund.
However, Dr. Musenero in her defense distanced herself from any direct handling of finances, saying all the resources were being coordinated by the ministry and accounted for by the same.
