IGP Appoints Zonal Commanders Ahead of NRM Primaries, 2026 Polls

The Inspector General of Police (IGP), Abas Byakagaba, has appointed nine senior officers to head newly demarcated Electoral Policing Zones across Uganda. 

The appointments were announced in a press release on Tuesday.

The IGP created the nine electoral policing zones “to coordinate security efforts and ensure a peaceful electoral process” during both political party primaries and the national general elections.

“These appointments are part of a broader operational plan to proactively manage election-related security threats and ensure citizen safety across the country,” the statement reads in part.

The appointees include AIGP Kafero Moses Kabugo—Busoga Zone (Jinja): Busoga North, Busoga East, Kiira, Sezibwa; AIGP Tanui Stephen—Northern Zone (Gulu): Aswa West, Aswa East, West Nile, North West Nile; CP Lawot Patrick—Karamoja Zone (Moroto): Mt. Moroto, Kidepo, Elgon, Sipi, Bukedi South & Bukedi North; CP Nkore Paul—Kyoga Zone (Soroti): North Kyoga, East Kyoga, South Kyoga; CP Maate Godfrey Bolingo—Central Zone (Masaka): Masaka West, Masaka East, Wamala, Katonga; CP Muluya Moses—Albertine Zone (Hoima): Albertine South, Albertine North, Savannah; CP Ecega Richard—Kampala Metropolitan Zone (Kampala): KMP North, KMP South, KMP East; CP Kulaigye Hillary—South Western Zone (Mbarara): Rwizi, Kigezi, Greater Bushenyi, and CP Namuwoza Dennis—Rwenzori Zone (Fort Portal): Rwenzori East, Rwenzori West.

AIGP Kafero Moses Kabugo

The zonal commanders will work hand-in-hand with other security agencies before, during, and after these elections as part of a wider security strategy aimed at ensuring a peaceful, lawful, and orderly 2026 general election process.

According to ACP Kituuma Rusoke the appointment will take immediate effect.

The appointment follows rising concerns and complaints from areas previously labelled political black spots, where scenes of violence involving political actors and their supporters have been reported killed.
