Katanga Land Case: Dentist Ntwatwa Quizzed On Forged Documents

City dentist Sekiziyivu Lule Ntwatwa has been quizzed for allegedly presenting forged documents as proof of ownership of land at Katanga, near Wandegeya. 

During his testimony to court, Lule had presented several documents among them, court decisions, electricity connection and receipts as well as business license documents. 

“How did you get the title as the first person from a subdivided land? Where is the title you got from the person who sold the land from you?” State Attorney Allan Mucunguzi asked.

Ntwatwa insisted that he bought the said land from Mukasa Mukanga who is not among those who were declared by court as bonafide occupants.

In 2015, the High Court ruled that the Katanga Valley land occupied by four family members and their licensees, were now bonafide occupants whose rights are well protected under the laws governing ownership of land.

The four family members are Jonathan Yosamu Masembe, Bulasio Buyisi, George Kalimu and Samalie Nambogga. They were battling with Makerere University and the Commissioner for Land registration over cancellation of their Land titles and ownership of the land by Makerere University.

During cross examination, Ntwatwa also contradicted himself telling court that the Mukanga Mukasa who sold him part of the disputed land at Katanga is the same as Bulasio Buyise is one person but who was just changing names.

Ntwatwa, a son to former president of Uganda Professor Yusuf Lule faced a hard time to defend the names of names including Ssekiziyivu Lule, S.N Lule and Dr Ntwatwa Lule which names were used during the alleged land transactions he sealed on Katanga land valley to prove his ownership on the land.

Mucunguzi placed Ntwatwa on the wall to prove with certified court decision especially the Justice Owiny Dollo’s landmark judgement on the said land which he told court in his defence that it gave him ownership even though he was not part of the plaintiffs in the case against Makerere University, who were declared bonafide occupants and he answered in negative.

Ntwatwa was shocked when Mucunguzi presented him the 2019 consent judgement between Pastor Daniel Walugembe and the bonafide occupants who sold him their interest in the kibanja indicating that it is still standing contrary to his statement that the same had been set aside.

Further tasked to tell court the measurement of his claimed land in Katanga, Ntwatwa told court that he does not know and he denied the rent receipts which he presented to police during the investigations of the matter before being sanctioned by the Director of Public Prosecution (DPP).

 Pressed hard by Mucunguzi, the controversial dentist presented electricity receipts paid for power in Mubende and Bombo. 

“I paid money in the Kampala office but they gave me receipts for. Mubende and Bombo. Maybe they had run out of receipts” he said. 

Questioned how he acquired a license from Makindye for a business in Kawempe Division, Ntwatwa amused court when he said it was applied for by someone who was residing in Makindge. 

Ntwatwa faced a hard time to answer the litany of questions raised by Mr Mucunguzi which forced presiding Magistrate Winnie Nankya to stand over the case for 40 minutes.

Meanwhile the court adjourned the case April 20, 2026 for further cross examination Dr Ntwatwa.

It is alleged that Dr Ntwatwa, Stuart Kateregga, Wasswa Ntoogo and others still at large in the year 2019 at Wandegeya Police Station, Kawempe Division in the Kampala District gave information to Detective Corporal Lubowa employed by the Uganda Police force which they knew was false that they were the rightful owners of the Kibanja opposite government Analytical Laboratory (GAL) Mulago Round about.

The false information was intended to cause the said Police officer to believe that the said Kibanja belonged to them which led to him denoting time and energy to investigate the matter.

It is alleged that between 2019 and 2020 in Kampala, the three suspects conspired to defraud Walugembe of his Kibanja opposite GAL at Mulago Round About Haji Kasule Road by claiming to have bought it from Bulasio Bwisi in the early 1990s.

According to the charge sheet, on September 17, 2020 at Wandegeya Police Station in Kawempe Division knowingly and fraudulently uttered false documents to wit Busuulu receipts (Ground rent receipts) to the Police officer purporting to have been issued to him by the family of Ashe Sendawula Mukasa.
