Frank Rusa Nyakaana has been appointed as the acting Executive Director of the Kampala Capital City Authority (KCCA), effective immediately, just two days after the dismissal of former Executive Director Dorothy Kisaka. This decision was communicated in a letter signed by Yunus Kakande, the Secretary in the Office of the President.

The letter outlines that Rusa will assume his new responsibilities until a permanent replacement is appointed. He is required to provide quarterly reports to the head of Public Service and the Secretary to Cabinet, with copies sent to the Minister responsible for Kampala.
Additionally, Nowera Robert has been named the new deputy executive director, replacing Eng. David Luyimba Ssali. Nowera previously served as the director of revenue collection at KCCA. Sarah Zalwango Karen has also been appointed in an acting capacity as the Director of Public Health, taking over from Dr. Okello Daniel.

These appointments come in the wake of a tragic incident at the Kiteezi landfill, which resulted in the deaths of over 30 people and led to widespread public outcry. President Yoweri Kaguta Museveni dismissed Kisaka, Luyimbaazi, and Okello following an Inspector General of Government report that highlighted serious oversights related to the disaster.
Since the landfill’s collapse in August, the search for alternative dumping sites in Kampala has intensified, resulting in significant garbage accumulation in various parts of the city and surrounding areas. The new leadership at KCCA will face the immediate challenge of addressing these pressing waste management issues while ensuring public safety and accountability.
