In a move hailed by supporters, President Yoweri Museveni has granted pardon to 19 political prisoners affiliated with the National Unity Platform (NUP), who were recently convicted of offenses such as treachery and unlawful possession of ammunition. The decision follows recommendations from the Advisory Committee on the Prerogative of Mercy, under Article 121(1)(a) of Uganda’s Constitution.

Among the 19 individuals granted a pardon is Olivia Lutaaya, a mother of two, who was arrested in 2021 and detained incommunicado for weeks before being charged before a military court. The other pardoned individuals include Rashid Sseggujja, Robert Rugumayo, Muhuyadin Kakoza, and others who had been detained following the political unrest of November 2020.

The prisoners, who had been charged with treason and illegal possession of ammunition, entered a plea bargain last month, resulting in sentences of three months and 22 days in prison. However, with Museveni’s clemency, they have now been granted a second chance at life.
State Minister for Youth, Balaam Barugahara, expressed gratitude on behalf of the pardoned individuals, emphasizing the importance of President Museveni’s compassionate decision. “This is a second chance for these young individuals, and we are committed to continuing efforts to support others who may seek similar assistance,” he said.
