National Resistance Movement (NRM) Presidential Candidate, Gen. Yoweri Kaguta Museveni, has announced the creation of a new constituency—Karugutu County—to enhance effective service delivery in Ntoroko District.

Speaking during the NRM presidential campaign rally at Karugutu Primary School Playgrounds, President Museveni issued several directives and unveiled new development plans for the district.
President Museveni instructed Prime Minister Robinah Nabanja to urgently support victims affected by floods in Ntoroko District and Semliki National Park.

He further ordered Local Government Minister Raphael Magyezi and the PDM Secretariat to jointly investigate allegations that some parish leaders have been soliciting money from beneficiaries of the Parish Development Model (PDM).
The President also guided fishermen on improved and sustainable fishing practices, and after receiving complaints about misconduct by law enforcement officers on Lake Albert, he directed immediate action into the matter.

In a major health sector boost, President Museveni confirmed the elevation of Karugutu Health Centre IV to a District General Hospital, adding that several other health facilities in the district are also lined up for elevation.
Museveni also announced that government will establish additional primary and secondary schools to supplement the existing 38 government primary schools and five government secondary schools in Ntoroko District.

The NRM presidential candidate emphasized strict budget discipline and prioritization, cautioning leaders—including Members of Parliament—against scattering resources on non-priority expenditures. He stressed that proper budgeting will enable government to expand tarmac road coverage in Ntoroko and deliver other key infrastructure developments.
Highlighting the importance of peace and stability, Museveni reminded residents that Uganda remains an “island of peace” in the region, evident in the influx of refugees—including over 700,000 Congolese seeking safety. He urged the people of Ntoroko to guard this stability jealously.

The President identified several viable commercial agricultural enterprises for the district, saying these would boost household incomes and accelerate wealth creation if fully embraced.
Museveni also reiterated his commitment to investigating concerns raised regarding PDM officials.
Delivering a message from the First Lady, Maama Janet Kataaha Museveni, Natasha Museveni Karugire underscored the value of Uganda’s hard-earned peace and stability.
President Museveni concluded by rallying Ntoroko residents to intensify mobilization for the NRM and to vote for him and all NRM flag bearers in the upcoming elections.
