Serious questions are being raised over the delayed construction of the Shs93 billion Luwero–Kiwoko–Butalangu road, with contractor Dott Services Limited coming under renewed scrutiny as residents, traders, and leaders decry the project’s slow pace.

The 29.7-kilometre road project, which was awarded to Dott Services Limited, was launched on June 9, 2023 with the goal of upgrading the route from gravel to a paved standard. The project was originally scheduled for completion within 24 months, but after repeated setbacks, the deadline was pushed to August 16, 2026.
Despite the extension, progress remains painfully slow. Recent reports indicate that only about 50 percent of the work has been completed, sparking outrage among communities that depend on the road for business and transport.
Residents say they have endured years of excessive dust during the dry season, while traders complain that the prolonged construction has disrupted the movement of goods and customers, causing heavy financial losses.

The growing frustration has now reached Parliament.
Katikamu North MP Denis Sekabira has formally petitioned Parliament, demanding accountability over the delayed project after receiving complaints from traders and residents who say their livelihoods have been severely affected.
In a letter addressed to the Speaker of Parliament and seen by this publication, Sekabira argues that despite the revised completion date of August 16, 2026, there is little evidence that the contractor has accelerated the works. He notes that several sections of the road remain closed and unfinished, creating unnecessary hardship for road users.
“Rt. Hon. Speaker, specifically the section between Kiwoko and Luwero Don-Fuel Station has been closed by the contractor for now one full year, hence no access to motorists,” part of Sekabira’s letter reads.
The prolonged closure has left motorists using longer alternative routes, increased transport costs, and slowed economic activity in one of Luwero District’s key commercial corridors.
With taxpayers having committed Shs93 billion to the project, pressure is mounting on both Dott Services Limited and the government to explain the continued delays and provide a clear roadmap for completing the road.
