High Court judge at civil division, kampala Philip Odoki has adjourned to June 1 2021 and ordered for the Bank of Uganda BOU witness Agnes Mugisha to appear in court for cross examination.
This order follows the application filed by journalist Mukose Arnold Anthony through Kwesigabo, Bamwine and Walubiri Advocates seeking to cross examine the witness because he believes, the witness affidavit has alot of wanting issues.
The adjournment was sought due to the late submissions in reply by the attorney general who is the 1st respondent.
Mukose ran to high court challenging the manner in which BOU appointed Dr. Twinemanzi Tumubweine as Director supervision commercial banks, the bad advise of the attorney general in regards to the appointment and the incompetence of the director.

In their reply to the application, the respondents raised preliminary objections which include; some of the applicant’s filed evidence which they believe is not supposed to be in his possession because they haven’t become public documents.
They also objected to calling their witness which they said, respondents can’t help the applicant in availing evidence which the applicant said, this is a move to block justice.
The judge ordered for the witness to be in court in the next session and if the preliminary objection raised don’t see light, the matter will continue and the witness will be crossed examined.
The next session has been therefore scheduled for two issues, ruling on preliminary objection and also hearing of the case if the preliminary objection is dismissed.
Applicant wants court among other issues, order that the Director was illegally appointed, to issue a compelling order to terminate Twinemanzi’s application, compelling order to take lawful processes of appointment, permanent injunction restraining BOU from carrying out illegal out sourcing of human resource, also declare that the advise by AG was illegal, irrational, null and void.
Mukose’s affidavit accuses BOU for without public notice or memo appointed the director even when parliamentary tripartite committee and IGG had blocked the appointment but also, the director having no experience and qualifications for the job.
