Since assuming the role of director at the Crime Investigations Department (CID), AIGP Major Tom Magambo Rwabudongo has been championing a transformative agenda focused on mindset change, technological integration in criminal investigations, teamwork, and ongoing training for officers under his command. These efforts have significantly bolstered efficiency and effectiveness within the department, marking a notable shift in operational dynamics.
Under the leadership of AIGP Magambo, the CID has seen a resurgence highlighted by strategic reforms and proactive measures aimed at tackling complex crime challenges. Reflecting on these advancements, the former Inspector General of Police, IGP Martins Okoth Ochola, attributed the recent successes of the police force to the restructuring of the CID and the adoption of modern detection and investigation methodologies.
“Our success has been due to the hard work of the police in coordination with sister security agencies, the reorganisation of the CID (Criminal Investigations Directorate), improved detection and investigation methods, and the establishment of a proactive network of credible intelligence. Furthermore, our strategic partnerships with the community, including the involvement of other intelligence components have greatly contributed to disrupting and dismantling criminal elements targeting our country.” Said Ochola in February 2024 while releasing the 2023 Annaul crimes report.
According to the 2023 crimes report, there was a 1.5% decrease in the number of crimes reported to Police from 231,653 cases reported in 2022 to 228,074 cases. 94,535 cases were under inquiry, 84,907 were taken to court, 27,125 cases secured convictions, 843 cases acquitted, 46,843 cases pending in court and 123590 submitted to DPP/RSA.
A pivotal aspect of this transformation has been AIGP Magambo’s emphasis on continuous training and mindset refreshment among CID personnel. “Over the past two years, more than 450 CID officers have undergone specialized training sessions aimed at recalibrating our mission focus, addressing challenges, and fostering a cohesive team spirit,” stated AIGP Magambo in a recent communication to his officers.
The training initiatives, coupled with a renewed commitment to leveraging advanced technologies and fostering community partnerships, have fortified the CID’s capabilities in disrupting criminal networks and ensuring swift justice delivery. This holistic approach has not only bolstered public trust but also positioned the CID as a cornerstone in the nation’s security architecture.
“As we continue to navigate evolving security threats, our focus remains steadfast on refining our strategic priorities and cultivating a resilient, forward-thinking CID,” affirmed AIGP Magambo. The ongoing transformation underscores a commitment to excellence and responsiveness in safeguarding the nation against crime.
With these progressive steps, the CID under AIGP Magambo’s stewardship stands poised to set new benchmarks in law enforcement, reflecting a proactive paradigm shift in crime prevention and investigation.
