President Yoweri Kaguta Museveni has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO), following the death of Brigadier General Charles Oluka on January 29, 2025. The announcement was made on Tuesday by the Presidential Press Unit (PPU).
Mugyenyi, who has a long track record in the security sector, previously served as Director at ISO and was responsible for overseeing internal security in Mbarara District. His new appointment places him at the helm of one of Uganda’s most vital intelligence and security agencies.

In addition to Mugyenyi’s promotion, Mr. Tony Kinyera Apecu has been appointed as the Deputy Director General of ISO, replacing Col. Emma Katabazi, who has been reassigned as Deputy Ambassador to a yet-to-be-named foreign mission according to the statement by the Presidential Press Unit PPU.
The leadership changes come at a crucial time for Uganda’s security landscape, with efforts underway to enhance the country’s intelligence-gathering capabilities and improve coordination among security agencies. Mr. Mugyenyi is expected to play a key role in strengthening internal security efforts as the nation prepares for the 2026 elections.

The appointments reflect a broader strategy to reinforce Uganda’s security infrastructure in response to evolving domestic and regional threats. With the country facing complex challenges in maintaining peace and order, the leadership of ISO is pivotal in safeguarding national security.
In his new role, Mugyenyi’s expertise in security operations will be essential in navigating the dynamic security environment, ensuring that ISO remains a critical component of Uganda’s defense strategy.
