Full Details: Ex-CID Spokesperson Twiine, NUP’s Noah Mutwe Charged, Accused of Plotting to Kill M7, Muhoozi Using Paver

The former spokesperson of the Criminal Investigations Directorate (CID) and now head CID at Parliament, Mr Charles Twiine, and National Unity Platform (NUP) supporter and Bobi Wine civilian body guard, Mr Noah Mitala alias Noah Mutwe, Thursday resurfaced at Buganda Road Chief Magistrate Court after days of unexplained disappearance.

The two were on May 22, arraigned at Buganda Road Chief Magistrate Court under tight security to be formally charged with offences that included: incitement to violence contrary to section 79(1) of the penal code act cap 128, hate speech contrary to section 26 (1) (c) and (2) of the computer misuse act cap 96, malicious information contrary to section 28(1) and (2) of the computer misuse act. Cap 96 and conspiracy to commit a felony contrary to section 363 of the penal code act cap 128.

State alleges that D/ASP Twiine Charles, between January 2024 and May 202, at various places within KCCA through electronic social media messages, incited Noah Mutwe to attack and cause the death of the president of the Republic of Uganda and General Muhoozi Kainerugaba, using pavers, by reason of his office or political opinion.

State also alleges that D/ASP Twiine using his computer sent or shared information that Rt. Hon. Anita Annet Among the speaker of parliament of Uganda, is a rotten human being and chief sponsor of the killings and violence in Bukedea district, which information is likely to promote hostility against the said Rt. Hon. Among.

Twiine is said that by use of a computer he shared information to the effect the Rt. Hon. Thomas Tayebwe, the deputy speaker of parliament, is a money launderer, a masquerader and fraudster, which information is likely to ridicule, degrade or demean the said Rt. Hon Tayebwa.

They are also accused of sharing information to the effect the general Muhoozi Kainerugaba, the Chief of Defense Forces, is a fat pig and a crook. In addition to sharing information that General BIirungi James, is a crook and a killer, which information is likely to ridicule, degrade or demean to the two generals. D/ASP is also accused of having used a computer to share information that Bahima are killers.

Further more, the two Noah Mutwe and D/ASP Twiine are accused of having conspired at various places with KCCA to commit a felony to wit incite violence against the president and General Muhoozi Kainerugaba.

Detective Assistant Superintendent of Police (D/ASP) Twiine, who is currently deployed as an investigations officer at Parliament, went missing over a week ago following his visit to Police Headquarters in Naguru on May 14, 2025, where he had reportedly been summoned to meet the Inspector General of Police.

Speaking to journalists last Friday, Mr Twiine’s wife, Ms Kate Kabagenyi, said she had gone to Naguru to inquire about her husband’s whereabouts but was repeatedly redirected with no clear answers.

“We have evidence that he arrived and entered police headquarters. His car, which he drove, is still parked at police headquarters,” said Ms Kabagenyi.

Meanwhile, Mr Noah Mutwe was reportedly abducted from his home at Kavule Semuto Road Matugga, Wakiso District on May 15, 2025, by masked gunmen suspected to be security operatives and held incommunicado at an undisclosed location until today.

His wife recounted the terrifying moment of his arrest, saying, “He was in his bedroom when gunmen wearing facemasks stormed our house looking for him.”

The unexplained detentions sparked widespread outrage among opposition supporters and human rights activists, who mounted an online campaign demanding the immediate release of the two men.

The duo has been remanded to prison
