Wakiso District Cartographer Amika in Trouble Over Fake Court Order

Wakiso District Deputy Resident District Commissioner (RDC) Kiriggwa Hakim has clashed with Officer in Charge (OC) of Mpala Police Station, Edson Obukulem, over a controversial eviction order.

The incident occurred at the home of Nanfuka Aida in Kitala Village, Katabi Town Council, Wakiso District. Nanfuka, a mother of three, separated from her husband, Amika Julius a cartographer at Wakiso District several years ago.

Following their separation, Amika reportedly agreed to hand over their matrimonial home to Nanfuka and their children on March 9, 2016. The agreement was signed in the presence of then-LC1 Chairman Kasujja Lamek and Nanfuka’s lawyer.

However, Amika later attempted to reclaim the property, prompting Nanfuka to seek legal redress. On April 24, 2024, the High Court, presided over by Justice Busingye, issued an order barring Amika, his agents, or representatives from interfering with the property.

The court also directed Amika to provide monthly maintenance for his children, including UGX 100,000 for electricity, UGX 100,000 for water, UGX 160,000 for gas/charcoal, UGX 500,000 for food, UGX 210,000 for clothing, and UGX 400,000 for medical bills. Nanfuka claims Amika has failed to meet these obligations, except for paying school fees.

Since the court ruling, Nanfuka says she has lived in fear. She alleges that Amika once broke into the house and physically assaulted her and the children, prompting her to seek police intervention. She also claims that Amika evicted tenants from rental units on the property, leaving her financially strained.

On the day of the latest incident, Amika, accompanied by OC Edson Obukulem and more than 15 men, reportedly arrived at the premises with a court order to evict Nanfuka. Concerned residents quickly notified Deputy RDC Kiriggwa Hakim, who arrived at the scene promptly.

Upon reviewing the eviction order, Hakim discovered it lacked essential elements, including a signature from the Wakiso District Security Committee, a requirement for all court orders within the Entebbe and Wakiso jurisdictions.

Hakim criticized the Entebbe District Police Commander for instructing Mpala Police to enforce a flawed order. He halted the eviction and instructed Amika to follow all legal procedures before any action could be taken.
