Museveni Blames Kassanda Leaders for Stalled Development, Pledges Roads, Water, Power and Social Services

President Yoweri Kaguta Museveni, the National Resistance Movement (NRM) presidential candidate, has blamed what he described as opportunistic opposition leaders in Kassanda District for frustrating government development initiatives and called on voters to reject them at the polls.

Addressing a campaign rally at Bukuya Town Council Grounds, Museveni cited the annual Shs1 billion released to local governments for road maintenance, saying the funds have yielded little impact in Kassanda due to poor leadership. He urged residents to vote for NRM flag bearers with ideological clarity to effectively implement government programs.

Museveni reaffirmed the NRM government’s commitment to infrastructure development and announced plans for additional tarmac roads in Kassanda District to improve the movement of goods and services. He revealed that the contract for the Myanzi–Kassanda–Bukuya–Kiboga road has already been signed, with construction expected to begin soon. The road will link to existing tarmac routes, including Mityana–Mubende, Mityana–Kampala and Kampala–Hoima highways.

On water access, Museveni directed the Minister for the Luwero Triangle, Alice Kaboyo, to fast-track the expansion of water distribution in Kassanda District. He noted that 150 out of 210 villages are still without water services and attributed the delays to deliberate obstruction by opposition leaders. He pledged that the issue would be addressed, urging voters to support NRM leaders to ease implementation.

The President also confirmed plans to extend electricity to the three remaining sub-counties without power and committed to constructing additional schools and health facilities to meet the needs of the district’s growing population. Kassanda currently has 100 government primary schools and 13 government secondary schools, which he promised to supplement. He further announced plans to establish new health centres in three additional sub-counties.

Museveni highlighted the NRM’s broad-based leadership approach, citing affirmative action and inclusivity, and credited his political strategy with ensuring lasting peace and stability—key foundations for national development.

He thanked residents for turning up in large numbers despite heavy rainfall and encouraged them to intensify wealth creation at household and individual levels. He explained the four-acre model, shared examples of successful enterprises, and outlined viable opportunities in commercial agriculture, manufacturing, services and ICT.

On the Parish Development Model (PDM), Museveni promised an audit of funds disbursed in Kassanda District following complaints of illegal charges and solicitation by implementers. He also pledged to scale up skilling and vocational training opportunities to enhance employment.

NRM Vice Chairperson for Central Region, Haruna Kasoro, highlighted major development interventions in the district and outlined priority areas, while Kassanda District NRM Chairperson Michael Bukenya presented the district memorandum.
