Museveni Proposes Law to Recall Non-Performing Leaders, Promises Major Service Delivery Boost for Mpigi

The National Resistance Movement (NRM) presidential candidate, General Yoweri Kaguta Museveni, has proposed the enactment of a law that would allow the recall of non-performing leaders from office, citing persistent absenteeism among some opposition politicians holding leadership positions in Mpigi District.

Addressing an NRM presidential campaign rally in Mpigi, Museveni said similar proposals were discussed during the Constituent Assembly as a remedy against leaders who fail to deliver after being elected. He challenged residents of Mpigi to reflect on the proposal and consider its relevance in ensuring accountable leadership.

Museveni also summoned youth leaders and NRM officials in the district for a meeting aimed at discussing service delivery strategies and strengthening local governance.

During the rally, the NRM flag bearer confirmed government plans to establish a general hospital in Mpigi District, provide a ferry for Buyiga island residents, and construct a public market, among other development initiatives.

He blamed voters in Mpigi for electing what he termed “inconsequential opposition politicians,” arguing that their failure to monitor government programs and lobby for services had slowed development in the district.

On land matters, Museveni pledged to fast-track landlord compensation funds and urged residents to make full use of existing land laws to protect their tenure. He emphasized that, from its inception, the NRM government clearly defined land rights for tenants and landlords.

The President further tasked the Mpigi Resident District Commissioner (RDC), Sarah Nanono, to explain government counter-interventions against land grabbing, the utilization of road funds, and the implementation of the Parish Development Model (PDM).

First Lady Maama Janet Kataha Museveni called on the people of Mpigi to translate government support into votes on polling day, urging them to reject what she described as opposition rhetoric that hinders service delivery.

NRM Second National Vice Chairperson (Female), Anita Among, highlighted government development achievements in Mpigi District while outlining pending priorities. Meanwhile, NRM Vice Chairperson for the Buganda Sub-region, Haruna Kasoro, accused opposition politicians of corruption, which he said has undermined the district’s development potential, and appealed to voters to support NRM candidates at all levels.

Mpigi District Chairperson Sulaiman Kaweesa concluded the event by presenting a district memorandum outlining key local concerns and priorities.
