President Yoweri Museveni has appointed State Minister for Higher Education, Dr John Chrysostom Muyingo, as the Acting Minister of Education and Sports, effective immediately.
The appointment places Dr Muyingo in charge of the ministry’s operations during the absence of the substantive minister, Janet Kataaha Museveni.

According to reports, the appointment was made under Article 99(1) of the Constitution, which grants the President executive authority to assign ministerial responsibilities and oversee the functioning of government ministries.
Dr Muyingo is a seasoned educationist and cabinet minister who has served as State Minister for Higher Education for nearly a decade. Prior to that, he held the position of State Minister for Primary Education, where he played a key role in the implementation of government education programmes.
His appointment comes at a critical time as the Ministry of Education and Sports continues to implement major government initiatives, including Universal Primary Education (UPE), Universal Secondary Education (USE), and ongoing reforms in the higher education sector.
Officials say Dr Muyingo will oversee the ministry’s day-to-day operations in an acting capacity while continuing to serve as State Minister for Higher Education.
The move is expected to ensure continuity in the management of the education sector and the implementation of key government policies aimed at improving access to quality education across the country.
