The Inspector General of Police (IGP), Abaas Byakagaba, has revealed that the Uganda Police Force is planning to establish a Marine Training School to strengthen the capacity of officers in combating crime on the country’s water bodies.
Byakagaba said the proposed training school will equip marine personnel with specialized skills to effectively fight maritime crime and improve safety on Uganda’s lakes and other waterways. He noted that officers who complete the training will receive professional certification.
The IGP made the remarks on Thursday during the commissioning of nine newly acquired speed boats at the Uganda Police Marine Headquarters in Kigo. He said the vessels will be deployed to strategic locations, including Lake Kyoga, Lake Albert, Butiaba, and Ntoroko, to enhance security and emergency response.
He further disclosed that five additional speed boats are expected to be received next month and will be deployed according to operational needs.
Byakagaba urged marine personnel to handle and maintain the new vessels professionally to ensure they remain operational for many years.
Speaking on public safety, the IGP emphasized that police are committed to protecting lives both on roads and on water. He cited the recent fatal road accident involving King David Nursery and Primary School in Kapchorwa District, which claimed 24 lives, saying the tragedy underscores the need for enhanced safety measures across all sectors.
He also revealed that police management intends to adjust its budget to construct proper shelters for both the new and existing marine vessels to protect them from harsh weather conditions and prolong their lifespan.
According to Byakagaba, the new boats will play a key role in safeguarding Uganda’s social and economic development by strengthening the fight against maritime crime and improving security on the country’s water bodies.
Meanwhile, the Commandant of the Marine Unit, Commissioner of Police Sulaiman Kirungi, said the unit requires additional support, particularly in training the 100 newly deployed probationer constables assigned to the Marine Police.
Kirungi also highlighted the need for improved accommodation, welfare, and other logistical support for marine officers. He said the Marine Unit currently has a workforce of 415 young and energetic personnel serving across the country.
He appealed to police management to facilitate the construction of vessel docks and secure land for the Marine Unit instead of continuing to rent docking facilities from private island owners.
Director of Operations, Assistant Inspector General of Police Frank Mwesigwa, said the newly commissioned speed boats will significantly improve the police’s ability to respond swiftly to emergencies and security incidents on Uganda’s water bodies.
