Ntoroko Resident District Commissioner (RDC) Muzeeyi Sylus Ngalambe has emerged as a leading contender for the position of State Minister for Internal Affairs, according to sources familiar with ongoing discussions within government.
The ministerial slot became vacant after Parliament’s Appointments Committee declined to approve the appointment of Dr. Lawrence Muganga, citing concerns related to his citizenship status during the vetting process.
Sources close to the appointing authority told this publication that Ngalambe’s track record in public service, strong communication skills, and commitment to government programmes have positioned him as a possible replacement.
A native of Villa Maria in Masaka District and a resident of Mukono, Ngalambe has built his political and administrative career through grassroots mobilisation. A long-time National Resistance Movement (NRM) mobiliser and supporter of President Yoweri Kaguta Museveni, he has previously served in Kampala Capital City Authority (KCCA) and undertaken several government assignments before being appointed RDC for Ntoroko District.
He holds a Master’s degree in Public Administration and a Bachelor’s degree in Social Sciences from Makerere University.
When contacted for comment, Ngalambe declined to discuss the reports, saying he was occupied with his official duties in Ntoroko District, where he was coordinating security operations and carrying out his responsibilities as RDC.
Meanwhile, President Museveni has not publicly commented on the Appointments Committee’s decision to reject Dr. Muganga’s nomination.
According to officials familiar with the vetting process, the committee based its decision on a verification report from the Ministry of Internal Affairs indicating that Dr. Muganga had been associated with Ugandan, Canadian and Rwandan citizenship.
Sources further indicated that while other nominees who faced questions over dual citizenship—including Adonia Ayebare, Calvin Echodu and Sharsti Kutesa Musherure—presented documentation showing they had initiated formal renunciation procedures with the relevant foreign authorities, Dr. Muganga did not provide similar documentation during his appearance before the committee.
The matter has since been referred back to President Museveni, who is expected to determine the next course of action regarding the State Minister for Internal Affairs position. However, no official communication has yet been made on whether a replacement will be appointed.
