Minister Amongi Urges Public to Report Sexual Harassment as UPC Launches New Gender Policy

The Minister of Gender, Labour and Social Development, Betty Amongi, has called on the public to actively report all forms of sexual harassment in a bid to foster a safe, respectful, and supportive environment for all.

Speaking on Wednesday in Kampala during the swearing-in ceremony of the Gender Policy Implementation Committee (GPIC), Minister Amongi emphasized that reporting such cases is critical in holding perpetrators accountable and ensuring victims receive the support they need.

“Sexual harassment is a serious issue that affects people across all ages and backgrounds,” she said. “We must create a culture where victims feel empowered to speak out without fear.” She urged the public to report incidents to the appropriate authorities, including the police and gender ministries.

Amongi noted that addressing sexual harassment is essential to promoting a culture of dignity and respect. “By reporting such cases, the public can play a critical role in creating a safer and more inclusive society,” she added.

The GPIC was appointed by Uganda People’s Congress (UPC) President Jimmy James Michael Akena as part of a broader initiative to implement a zero-tolerance policy against sexual harassment and promote high moral standards within the party.

Racheal Neluba, the newly sworn-in chairperson of the GPIC, affirmed the UPC’s commitment to creating a non-discriminatory, violence-free environment that upholds the human rights of both women and men.

“The policy clearly defines sexual harassment, outlines the different forms it can take, and provides a clear complaints procedure, sanctions, and mechanisms for monitoring and evaluation,” Neluba said. She added that the UPC stands for unity, equality, freedom, good governance, women’s emancipation, and the rights of persons with disabilities.

The objectives of the policy include promoting a culture of gender respect, increasing the equal participation of women and men in the party, deterring potential offenders, and ensuring that offenders are penalized through a clear and effective reporting system.

Also speaking at the event, Linette Nanyonjo, Chairperson of the Multi-Party Youth Forum (MYF), pledged to work professionally and collaboratively in fulfilling the forum’s mission.

She stressed the importance of teamwork and professionalism in achieving the MYF’s goals and reiterated the forum’s dedication to youth empowerment and sustainable development.

“We will work closely with members, partners, and stakeholders to ensure that our initiatives are effectively implemented for the betterment of our communities,” Nanyonjo said.
