Why FDC declined to provide 638M to Biriggwa for the extra ordinary National Delegates Conference

The opposition Forum for Democratic Change FDC National Executive Committee NEC working committee has declined a request by the party National Chairperson Amb. Waswa Biriggwa to provide Uganda shillings 638, 243,280 to convene an extra ordinary National Delegates Conference scheduled on the 19th, September 2023.

In a letter dated 2nd, September, 2023, by the party Secretary General Hon. Nathan Nandala Mafabi to the party chairman Amb. Waswa Biriggwa, the NEC working committee which sat on 1st, September, 2023 accused Biriggwa of implementing the 02 /08/2023 press conference at Katonga by Dr. Kizza Besigye and fairway Hotel press conference dated 03/ 08/2023 for the 17 leaders of FDC which are not part of the party structures thus culminating into abuse of office.

“Since this meeting is NOT a party meeting, and being aware of the fact that the party is facing financial constraints, the working committee resolved that the party can’t fund the Extra Ordinary Delegates Conference because it is not budgeted for and you have NO authority to cause liability to the party by claim of third parties” reads a letter in parties.

NEC also accused Biriggwa of running a notice in the Daily Monitor  of 19/08/2023 calling for the Extra Ordinary Delegates Conference without Knowledge of any Party organ including the Secretary General who is the principal accounting officer of the party under article 28(4) (b) (i) and secretary to the National Delegates conference in accordance with Article 28(4) (b) (iii), the party president who under article 28(3)(b)(i) is the chief executive officer of the party  and the treasurer general who is responsible for the party finance under article 28(6)(2)(a) of the FDC constitution.

The working committee questioned why when the 16th National Council met on behalf of the National Delegates Conference as per article 20(2) b on 28/07/2023 the issue of an extra ordinary National Delegates Conference was not put before the council for urgent consideration.

The working committee also accused Biriggwa of enhancing disharmony by implementing the Katonga and Fairway press conference.

“Having been the chairman of the party for 8 years, you had the time to convene the Delegates conference which you never did but choose to call it now at the tail end of your term of office. At this critical time, you are enhancing disharmony and implementing the roadmap of the Katonga and Fairway press conferences which contravenes Article 28(1)(b)(iii) of the constitution.

The letter further made it clear that the party is implementing the 16th National Council meeting of 28/07/2023, made resolutions leading to the elections of the National Executive Committee members on 06/10/2023.
