Kampala Metropolitan East Police have initiated a manhunt for Jeddy Daniel Kabanda, who allegedly posed as an official of the Uganda Communications Commission (UCC) and defrauded Bishop Kiwanuka Musisi Grivas of 700 million shillings. The scheme involved promises to provide two TV licenses and all necessary equipment for operating television stations in Uganda.

The investigation follows the arrest of Namalwa Ritah, Kabanda’s wife, who was taken into custody at her cosmetics shop in Gayaza. Ritah reportedly introduced herself to Pastor Musisi as a personal assistant to then UCC’s acting executive director, Irene Kaggwa Ssewankambo, and encouraged the bishop to send money to her husband.
The couple allegedly received payments in stages, beginning with 150 million shillings, followed by 200 million shillings, eventually totaling 700 million shillings. Luke Owoyesigyire, the deputy spokesperson for Kampala Metropolitan Police, confirmed that Ritah confessed to facilitating the payments to her husband.

Verification with UCC has revealed that neither Kabanda nor Ritah were ever employed by the commission, casting further doubt on their claims. Owoyesigyire noted that the investigation will be forwarded to the Resident State Attorney’s office for further action.
As the search for Jeddy Daniel Kabanda continues, police urge anyone with information regarding his whereabouts to come forward.
