The National Resistance Movement (NRM) presidential candidate, General Yoweri Kaguta Museveni, has reaffirmed plans to establish a General Hospital in each of the five divisions of Kampala Capital City, saying Mulago National Referral Hospital should be reserved for super-specialized health services.

Addressing supporters during an NRM presidential campaign rally at Nakawa Division, Museveni questioned the Ministry of Health’s decision to elevate Kiruddu and Kawempe hospitals to National Referral status, noting that the original plan was to develop them as city division hospitals. He pledged to address the matter to ensure Kampala residents access quality and decentralized health services.
Museveni also promised to fast-track the resolution of the long-standing Nakawa–Naguru land matter, assuring residents of government commitment to orderly urban development.

He dismissed opposition claims that the NRM government has failed to deliver development, citing achievements in industrialization, service delivery, wealth creation, and job opportunities. The President cautioned residents against electing what he termed “ideologically bankrupt” opposition politicians, warning that poor leadership choices could undermine national progress.
On environmental protection, Museveni discouraged construction in wetlands around Nakawa Division and instead promoted fish farming along wetland edges as a profitable and environmentally friendly alternative.

The NRM flag bearer further guided residents on viable wealth creation opportunities, particularly in poultry and other enterprise sectors outlined in the NRM Manifesto, emphasizing that the government’s mass wealth creation strategy is intended to safeguard the country from economic stagnation and development deficits.

He noted that wealth creation has been a central pillar of the NRM since 1996, supporting both qualitative and quantitative national growth. Museveni accused some opposition politicians of corruption and failure to monitor government programs, blaming them for challenges affecting initiatives such as the Parish Development Model (PDM).

Museveni pledged additional wealth creation interventions and urged voters in Nakawa Division to support NRM flag bearers at all levels to enhance service delivery. He also promised to engage residents affected by recent floods in Kampala and explore ways to address their losses.
Highlighting job and wealth creation opportunities, Museveni encouraged residents to take advantage of government programs, including VAT-related schemes, and to re-elect the NRM government for continuity.

Meanwhile, the First Lady, Maama Janet Kataha Museveni, called on residents to turn their strong attendance at NRM rallies into votes on polling day, describing this as an endorsement of Uganda’s ongoing development and socio-economic transformation.
