President Yoweri Kaguta Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice of Uganda, according to a press release issued by the Presidential Press Unit (PPU) on Thursday, May 14, 2026.
The announcement confirms that Justice Kawumi’s name has already been forwarded to Parliament for vetting and approval in accordance with the constitutional appointment procedures.
In the same communication, the President also appointed Her Worship Agnes Alum as the new Chief Registrar of the Judiciary.

The appointments come at a critical time as the Judiciary continues efforts to strengthen institutional leadership and improve the administration of justice across the country.
Justice Kawumi currently serves on the Court of Appeal bench and brings with him extensive judicial experience accumulated over several years in the legal profession. He previously served as the resident judge of Mubende and Kabale, among other judicial assignments across Uganda.
The position of Deputy Chief Justice has remained vacant since the retirement of Justice Richard Buteera in April last year after attaining the mandatory retirement age of 70.
As Deputy Chief Justice, Justice Kawumi will oversee the administration and management of courts, particularly the Court of Appeal and the Constitutional Court, making the office one of the most influential positions within Uganda’s Judiciary.
Meanwhile, Agnes Alum, who previously served as Registrar for Magistrates Affairs and Data Management, will now take on the role of Chief Registrar. The office is responsible for the day-to-day administration of the Judiciary and plays a central role in ensuring the efficient functioning of court operations nationwide.
Parliament is expected to begin the vetting process for the appointments in the coming days before the officials formally assume their new offices.
