The Ministry of Local Government has ordered the immediate interdiction of 16 officers under Kaliro District Local Government to pave way for investigations into corruption and gross negligence.
In a letter dated 10th September, 2026, referenced HRM 77/172/02, written by Ms. Joan Natwenda on behalf of the Permanent Secretary, Ministry of Local Government and addressed to the Kaliro Chief Administrative Officer – CAO, the Ministry says the decision followed a meeting convened by the Honorable Minister of Local Government in Kaliro District where a number of issues were raised against the officers.
According to the letter, the issues raised include gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety among others, which have greatly compromised service delivery in the district.
The officials to be interdicted are:
1. Mr. Mbalumya Fred – District Production Officer
2. Mr. Kamaga Edward – District Education Officer
3. Eng. Nyonyi Paul – District Engineer
4. Mr. Nsako James – Ag. Principal Human Resource Officer
5. Mr. Tinkamanyire Charles – Principal Agricultural Officer
6. Eng. Kibabya Thomas – Senior Agricultural Officer
7. Eng. Waitimba Latifu – Agricultural Engineer
8. Ms. Nabagereka Hellen – Assistant District Health Officer (MCH)
9. Ms. Kampi Caroline Evelyn – Commercial Officer
10. Mr. Balondemu Matayo – Inspector of Schools
11. Mr. Kyozira Henry – Town Clerk – Namuyiwa Town Council
12. Eng. Tulirabirawo Rose – Town Engineer – Kaliro Town Council
13. Mr. Gabula Simon Peter- Principal Assistant Secretary
14. Ms. Baluka Betty – Secretary District Service Commission
15. Ms. Mbanja Lydia – Ag. Town Clerk – Kaliro Town Council
16. Mr. Muwereza Paul – District Inspector of Schools
The letter instructs the CAO to interdict the officers with immediate effect as stipulated under Section (F-s-) 14 of the Public Service Standing Orders, 2021.
The letter states that the interdiction is to pave way for investigations by the State House Anti-Corruption Unit and other relevant Government agencies.
The letter was copied to the Hon. Minister of Local Government, Minister of State for Local Government, the Inspector General of Government, the Head of Public Service and Secretary to Cabinet, the Head of State House Anti-Corruption Unit, the Resident District Commissioner Kaliro, the District Chairperson Kaliro and the Chairperson Kaliro Town Council.
This comes a day after the Minister For Local government, Hon. Balaam Barugahara, who was monitoring government projects in Kaliro, ordered the arrest of 9 officials over similar charges.
