Police Intensify Crackdown on Fuel Siphoning and Theft of Road Construction Materials in Kiboga

By Robert Segawa

Police in Kiboga District have intensified their crackdown on fuel siphoning and the theft of road construction materials used in the ongoing Kampala–Kiboga–Kyankwanzi–Hoima road project.

An intelligence-led operation conducted on Wednesday by Kiboga Police led to the impounding of several exhibits linked to the illegal activities. The operation targeted fuel siphoning and theft of road construction materials and was carried out in Lwamata Town Council, an area identified as a hotspot for such crimes.

According to the Wamala Region Police Spokesperson, Lameck Kigozi, police have identified several hotspots with organized criminal networks targeting fuel tankers, construction trucks, heavy machinery, and storage yards along the road project.

Kigozi noted that criminal activities such as siphoning diesel and petrol, as well as stealing cement, metallic road barriers, and other construction materials, have contributed to unnecessary delays in project completion and caused significant financial losses to the government.

During the operation, police identified a notorious suspect, Muyanja Wilber, who is believed to be involved in the vice. Several exhibits were recovered, including:

  • 20 jerrycans containing 20 litres each of suspected siphoned diesel;
  • Motor vehicle registration number UBL 030A (TATA PRIMA truck), which was found being siphoned;
  • 47 pieces of iron bars;
  • 27 empty 20-litre jerrycans used for storing and transporting siphoned fuel;
  • Six rubber siphoning tubes and hoses;
  • Two funnels and pumping accessories; and
  • Two mobile phones believed to have been used in coordinating the criminal activities.

Investigations indicate that stolen cement and iron bars are often sold to small hardware shops, while siphoned fuel is sold to small petrol stations. Metallic materials are reportedly sold to scrap dealers.

Kigozi warned the public against engaging in acts of economic sabotage.

“We caution members of the public against participating in fuel siphoning, theft of construction materials, and any other acts that undermine national development projects,” he said.

He further warned that all individuals involved, directly or indirectly, in such criminal activities will be dealt with decisively.

“Our intelligence networks are closely monitoring those involved. Anyone found aiding, abetting, or participating in these crimes will face the full force of the law,” Kigozi added.
