Fugitive Land Broker Kamoga Muhammad Faces Criminal Trial in Absentia

The Entebbe Chief Magistrate’s Court has allowed the Directorate of Public Prosecutions (DPP) to prosecute fugitive land broker Muhammadi Kamoga in absentia over multiple charges related to alleged land fraud and forgery.

Grade One Magistrate Edgar Tusiime Tibeyita ruled that Kamoga forfeited his right to be present at trial after repeatedly failing to appear in court despite being released on bail and ignoring two arrest warrants issued against him.

The court also noted that Kamoga’s sureties, former Katabi Mayor Kalema Bassamula Kkere and Walugembe Tonny, the LC1 chairperson of Bulega-Mbiru, paid the forfeited bail bonds after failing to trace him and produce him before court.

“The interests of justice require that the hearing of the case continues in his absence,” Magistrate Tibeyita ruled.

Kamoga, formerly of the defunct M/s Kamoga Property Consultants, is wanted in connection with two criminal case files involving multiple counts of alleged forgery, uttering false documents, obtaining registration by false pretences, unlawful eviction, malicious damage to property, and related land fraud offences.

The court issued warrants for his arrest on October 6, 2025, after he repeatedly failed to attend court proceedings.

Among the allegations, prosecutors accuse Kamoga of forging the signature, stamp and practising certificate of advocate Lorna Nkamwesiga in connection with land transactions at the Wakiso District Land Office.

According to the prosecution, in 2021 Kamoga allegedly forged a practising certificate dated February 25, 2020, falsely claiming it had been issued to Advocate Nkamwesiga. He is also accused of forging her signature and stamp on the document.

The State further alleges that on May 7, 2021, Kamoga forged transfer forms relating to land on Block 425 in Busiro, falsely indicating that Advocate Nkamwesiga had witnessed and signed the transactions.

Prosecutors contend that the forged transfer documents were used in the alleged fraudulent transfer of more than 200 acres of land in Garuga-Bukaaya, Entebbe, Wakiso District.

Kamoga also faces charges of allegedly forging the signatures of businessman Peter Bibangamba on transfer forms, fraudulently obtaining registration of the land in his own names, uttering false documents, unlawfully evicting occupants, and maliciously damaging property.

His legal efforts to halt the criminal proceedings were unsuccessful after the Supreme Court, on July 15, 2025, dismissed his application seeking to stop the prosecution on grounds that he had a pending appeal.

The prosecution maintains that Kamoga unlawfully used forged transfer documents to transfer ownership of more than 200 acres of Bibangamba’s land into his own names.
