Police Spokesperson ACP Rusoke Kituuma has confirmed the detention of former Kampala Capital City Authority (KCCA) Executive Director Dorothy Kisaka, her former deputy Eng. David Luyimbazi, and KCCA Director of Public Health Daniel Okello. Their detention follows intense interrogation at the Criminal Investigations Department (CID) headquarters in Kibuli regarding their roles in the tragic Kiteezi landfill incident.

The three officials were summoned after President Museveni ordered an investigation into the tragedy, which resulted in the deaths of 30 people due to a landfill collapse. The incident has sparked significant concerns about negligence and the safety protocols implemented during their leadership at KCCA.
While ACP Kituuma did not specify when the trio would be arraigned in court or which courts would handle the proceedings, he confirmed that they remain in custody pending further legal action. The President has directed investigators to focus on what he termed the “angle of criminal negligence” in their probe.

Kisaka, Luyimbazi, and Okello arrived at the CID early in the morning, each using private vehicles. Security was notably heightened around the CID premises, with heavy police presence throughout the day. Media access to the site was restricted, forcing reporters to observe from a distance.
As investigations continue, the situation remains tense, with the community keenly awaiting developments in this high-profile case that raises critical questions about accountability in local governance and public safety.
