Uganda Police Issue Festive Season and Election Campaign Safety Guidelines

The Uganda Police Force has issued comprehensive guidelines ahead of the festive season and the ongoing political campaigns in preparation for the general elections scheduled for early next year.

Speaking at Naguru Police Headquarters, Police Spokesperson Kituuma Rusoke said the period is unique due to increased movement, social activities, and heightened political engagement by both politicians and members of the public.

Kituuma noted that the season is characterized by joy, family reunions, increased travel, and active political campaigns, all of which require heightened vigilance to ensure public safety.

Among the key guidelines, the police warned travelers against announcing their movements on social media while leaving their homes unattended, as this exposes them to criminal break-ins. He urged the public to strengthen neighborhood watch initiatives and maintain close contact with local police authorities.

The public has also been advised to report suspicious individuals, unusual movements, and abandoned luggage, which could pose security risks, including acts of terrorism.

Regarding end-of-year prayers, Kituuma advised religious leaders to coordinate with district security committees to guarantee the safety of worshippers attending night prayers.

For entertainment events such as music shows and concerts, organizers have been directed to formally notify the Inspector General of Police to ensure compliance with established safety guidelines. He further warned territorial commanders against processing land evictions during the festive season, noting that some individuals may attempt to exploit the court recess.

Kituuma also cautioned event organizers against advertising artists they know will not perform, as such actions often lead to public unrest and destruction of property—offenses punishable under the law.

On family matters, the police discouraged families from attempting to resolve land disputes during the festive season, warning that such efforts could escalate into violence.

In matters of transport and water safety, the public was urged to obey traffic laws and use protective gear while traveling on water bodies to prevent accidents.
“We are increasing enforcement operations on public transport to reduce road carnage,” Kituuma said.

Shoppers were advised against carrying large sums of cash and encouraged to use alternative payment methods. Those engaging in online shopping were cautioned to remain alert to avoid fraud.

Finally, parents and guardians were warned not to leave children unattended and to ensure electrical appliances are unplugged when not in use, citing a rise in fire incidents that have claimed lives and destroyed property.
