The National Resistance Movement (NRM) presidential candidate, Gen. Yoweri Kaguta Museveni, has directed a special investigation into the disbursement and management of Parish Development Model (PDM) funds following complaints of mismanagement in Gomba District.

Gen. Museveni made the directive after meeting supporters of the National Unity Platform (NUP) from Gomba District at his country home in Kisozi, where discussions centered on governance and socioeconomic challenges affecting local communities. He noted that many beneficiaries of government empowerment programs, including the PDM, are reluctant to speak out against irregularities, a situation he said has enabled corruption to thrive.
Addressing a campaign rally at Nsambwe Primary School playgrounds in Gomba District, the NRM flag bearer urged residents to closely monitor the implementation of the PDM and other government initiatives. He encouraged them to actively participate in PDM management committee meetings and to dismiss corrupt officials wherever evidence of malpractice exists.

Gen. Museveni described the Parish Development Model as an “inheritance” given to citizens by the NRM government, stressing that it must be protected to achieve its goal of household-level wealth creation. He further tasked elected leaders and Resident District Commissioners (RDCs) in Gomba District to account for their inaction in the face of corruption and mismanagement of PDM funds.

On agriculture, the President advised cattle farmers in Gomba District to abandon free-range grazing and fully adopt zero-grazing practices to improve productivity. He cited successful farmers, including Joseph Ijara of Serere District, as examples of how modern farming methods can enhance wealth creation, particularly in the cattle corridor.
Gen. Museveni also guided residents on sustainable land use and the selection of profitable commercial enterprises. He announced plans to expand tarmac road coverage in the area during his next term, listing key projects such as the Kifampa–Bugomola–Kyamulibwa–Villa Maria road and the Kanoni–Manyi–Mityana–Ssekanyonyi–Busunju road.

The NRM candidate criticized opposition legislators for what he described as a failure to appreciate the government’s prioritization approach to national development, which he said has slowed service delivery. He urged residents to recognize the phased implementation of development programs as outlined in the NRM manifesto.
On national security, Gen. Museveni warned individuals threatening to cause anarchy that they would face serious consequences, reaffirming that Uganda’s peace and stability are rooted in unity and non-sectarian politics promoted by the NRM. He vowed to resist any attempts to disrupt the country’s stability.

The President further outlined the NRM’s job creation strategy, focusing on commercial agriculture, manufacturing, services, and skills development, pledging to strengthen these sectors.
Meanwhile, First National Vice Chairperson Alhaji Moses Kigongo cautioned NRM supporters in Gomba District against backing leaning independent candidates, saying the practice confuses party members. Second National Vice Chairperson (Female) Anita Among highlighted ongoing and planned development projects in the district and warned party leaders against persistent internal political conflicts.

NRM Vice Chairperson for the Buganda Sub-region, Haruna Kasoro, raised concerns over land wrangles in Gomba District, pledging to seek solutions. Geoffrey Kiviiri presented a district memorandum on behalf of NRM district chairpersons in Gomba District.
